Governor Kehoe Signs SB 903 to Crack Down on Critical Infrastructure Theft

Jefferson City, Mo. (KFMO) - Governor Mike Kehoe has signed six economic development bills into law, including Senate Bill 903, which strengthens protections for Missouri’s telecommunications infrastructure.

SB 903, sponsored by Senator Mike Henderson and Representative John Simmons, modifies and creates new provisions relating to telecommunications infrastructure. The legislation expands the offense of purposely damaging or tampering with critical infrastructure.

Supporters say the measure will help address the increasing theft of copper and fiber from infrastructure sites, which can disrupt communications systems and create costly repairs for communities and service providers.

Governor Kehoe said the legislation signed Thursday reflects the state’s commitment to creating opportunities for Missouri families, businesses, and communities.

"From strengthening critical infrastructure and supporting key industries to expanding international partnerships and investing in economic growth, these bills will help keep Missouri moving forward," Kehoe said. "I appreciate the General Assembly for working with us to deliver results for Missourians."

Along with SB 903, Kehoe signed five other economic development bills.

• Senate Bill 1576 establishes the Missouri Ireland Trade Commission within the Department of Economic Development to strengthen trade, investment, and educational and cultural partnerships between Missouri and Ireland.
• House Bill 2636 modifies provisions relating to transactions involving real estate.
• Senate Bill 834 creates new provisions relating to mortgage modifications.
• Senate Bill 959 creates the Missouri Geospatial Advisory Council.
• Senate Bill 1000 modifies the tourism and supplemental revenue fund.

State officials say the group of bills is designed to strengthen infrastructure, support business growth, and expand economic opportunities throughout Missouri.
