Missouri Updates SNAP Verification Requirements Beginning October 1

Jefferson City, Mo. (KFMO) - The Missouri Department of Social Services-Family Support Division is updating verification requirements for the Supplemental Nutrition Assistance Program, or SNAP, beginning October 1, 2026.

The department says the changes are intended to strengthen program integrity and ensure eligibility decisions are accurate and supported by documentation.

Beginning October 1, individuals applying for SNAP, completing a recertification or submitting an add-a-person request will be required to provide documented proof for certain expenses and resources instead of relying solely on self-attestation.

The documentation requirement will apply to:

• Shelter costs, including rent, mortgage and utilities
• Dependent care or childcare expenses
• Countable resources, such as money held in a bank account

FSD Director Mandi Adams said the updated guidelines are intended to provide consistent and well-documented eligibility decisions while protecting resources for households that qualify for assistance.

The changes apply to initial SNAP applications, recertifications and add-a-person requests submitted on or after October 1. Applications submitted before October 1 will continue to follow the current policy.

The Family Support Division says people currently receiving SNAP do not need to submit new documents simply because of the October 1 policy change.

A participant's statement will also continue to be accepted for certain interim changes until the household's next recertification. Statements will remain acceptable for Direct Express accounts and mobile applications unless the information appears questionable or the household is close to the resource limit.

FSD is mailing a one-time notice to SNAP participants to inform them about the upcoming changes.

What documents can be used?

When documentation is required, acceptable forms of verification may include:

• Bills
• Receipts
• Lease agreements
• Bank statements
• Written proof from the person or business being paid

The department encourages SNAP participants to submit complete documentation promptly when it is requested to help avoid processing delays.

FSD says the updated verification requirements are part of its effort to maintain an accountable SNAP program while ensuring Missouri households can access benefits accurately and efficiently.
