Former SEMO Police Chief Faces Charges Over Police Licensing Exam Allegations

Cape Girardeau, Mo. (KFMO) - The former head of the University Police Department at Southeast Missouri State University is facing four criminal charges related to alleged conduct during the December 2025 Missouri Peace Officer License Exam held at the SEMO Police Academy.

Dr. Rich Flotron faces two felony counts of forgery and two misdemeanor counts of purposely violating Missouri law governing the state’s police licensing examination process.

According to online court records, Flotron is accused of submitting the tests of two cadets and changing answers on the exams of two cadets during the testing process.

Court documents state that when asked whether he submitted any cadet exams on their behalf, Flotron said he did not recall doing so. He also denied ever providing test answers to any students.

The Missouri Peace Officer License Exam is required for individuals seeking certification as law enforcement officers in the state.

In a statement released Wednesday, June 17, 2026, Southeast Missouri State University officials announced that Flotron’s employment with the university had been terminated.

Flotron is scheduled to appear in court Thursday morning, July 16.
