Iron Co., Mo. (KFMO) - The Missouri Department of Natural Resources is inviting the public to review and comment on a draft hazardous waste permit for The Doe Run Buick Resource Recycling Facility.
The public comment period will remain open through May 11, 2026, giving residents and interested parties time to submit written comments regarding the proposed permit.
As part of the process, the department will host a public meeting and public hearing on Thursday, April 23, 2026, at the Quad County Fire Department, 80 Highway 49 South in Viburnum.
The public meeting will begin at 6 p.m. and will provide an opportunity for community members to ask questions, share information and discuss concerns directly with facility and program staff.
The public hearing will begin at 7 p.m. and will allow oral comments to be entered into the official record. Department officials say questions will not be answered during the hearing itself, but written responses will be provided later along with responses to comments submitted during the public comment period.
According to the Missouri Department of Natural Resources, the draft permit would allow the Doe Run facility to:
- Store hazardous waste in container storage areas and containment buildings
- Treat hazardous waste in miscellaneous treatment units
- Dispose of treated hazardous waste in an onsite landfill
The proposed permit also requires corrective action for soil and groundwater contamination, including continued groundwater monitoring and implementation of a facility-wide corrective action program to address known environmental releases from Solid Waste Management Units and Areas of Concern.
The department says the permit was prepared after a technical review of the facility’s application.
The U.S. Environmental Protection Agency has decided not to prepare a Part II Permit for the facility, stating Missouri is fully authorized to oversee permitting, post-closure and cleanup activities at the site. Under federal regulations, the existing Part II Permit will remain in effect until the state issues a new permit.
Residents can review the draft permit and fact sheet online through the Missouri Department of Natural Resources public notices page. Additional supporting documents are available for in-person review at the Ozark Regional Library’s Viburnum Branch, located at 1 Missouri Avenue, and at the department’s Elm Street Conference Center in Jefferson City.
Officials say written comments are most effective when they identify legal or technical issues or provide new information not already included in the record.
