Missouri Cold Weather Rule Takes Effect November 1

Jefferson City, Mo. (KFMO) - The Missouri Cold Weather Rule goes into effect Saturday, November 1, offering protection to residential utility customers who might struggle to pay their heating bills during the winter months.

The rule, enforced by the Missouri Public Service Commission, prohibits regulated utility companies from disconnecting heat-related service when temperatures are forecasted to drop below 32 degrees within the following 24 hours. It remains in effect through March 31. Customers facing financial hardship are encouraged to contact their utility provider to arrange a payment plan or seek assistance before falling behind on bills. Utilities must offer payment arrangements and provide information about energy assistance programs, such as the Low-Income Home Energy Assistance Program (LIHEAP). The rule applies only to utilities regulated by the Missouri Public Service Commission. Municipal utilities, rural electric cooperatives, and propane suppliers are not required to follow the rule, though many offer similar protections voluntarily.
