Park Hills Man Charged with Invasion of Privacy Following Grand Jury Indictment

St. Francois Co., Mo. (KFMO) - A Park Hills man is facing invasion of privacy charges after a grand jury indictment alleges multiple victims were secretly recorded in a location where there was a reasonable expectation of privacy.

According to court documents, 45-year-old Dustin Winick, of Park Hills, has been charged with invasion of privacy following a St. Francois County grand jury indictment.

The indictment alleges that between January 1, 2025, and November 21, 2025, Winick knowingly photographed, filmed, videotaped, or otherwise created images of a confidential victim without consent while the victim was in a place where there was a reasonable expectation of privacy.

Court records further state that more than one person was allegedly viewed, photographed, filmed, or videotaped during the same course of conduct.

Court documents show bond was set at $75,000 cash or surety on May 6, 2026. A warrant was issued May 7 and served the morning of May 10, when Winick was booked into the St. Francois County Jail. Records indicate bond was posted Monday, May 11.

A court hearing is scheduled for May 22, 2026, at 8:30 a.m.

Winick is currently the race track promoter connected to the St. Francois County Fair Board. Following news of the charges, the Board issued a public statement on social media addressing concerns related to the allegations.

The statement said the Board wanted to assure the public that every effort is being made to ensure guests “have not been and will not be subjected to the disturbing actions allegedly associated with this individual.”

According to the statement, public restrooms and portable restrooms on the fairgrounds were thoroughly inspected and no recording or video devices were found. The Board also announced that restroom facilities will be routinely inspected before each event held on fairgrounds property to help ensure the privacy and safety of guests.

The statement concluded by saying the St. Francois County Fair Board takes the matter seriously and remains committed to providing a safe environment for everyone attending events at the fairgrounds.
